I just resubbed my account. I also paid for two others that have decided to return to the game under this offer. I noticed it says the next billing date will be July 6th which doesn't account for the free month. When will this be adjusted to show on the accounts page?

Same here. There was nothing at "Special offers" for this "free month" available.

So I joined the normal way...

I believe you get a month free after you resub for 1 month so its 2 months for 1

I am still trying to wrap my head around this so lets do the math.

1. I resubscriped today for $9.99 as part of the welcome back deal.

2. now choose the best option here:

a. I pay $17.99 on July 6th (I am on the monthly plan) and only AFTER paying that $17.99 amount do i get a free month between July 6th and August 6th.

OR

b. A free month has not yet been added, but will be added before the July 6th date arrives and this date will be pushed to August 6th and I will not pay anything on July 6th.
